# Microsoft cuts outbound email limits for new and trial M365 tenants

Microsoft is lowering how many external recipients new and trial Microsoft 365 tenants can email each day. The change to the Exchange Online Tenant External Recipient Rate Limit (TERRL) was announced in an [update to the Exchange Team blog](https://techcommunity.microsoft.com/blog/exchange/introducing-exchange-online-tenant-outbound-email-limits/4372797?ref=gtmdaily.io) dated 13 August 2026, with rollout set to begin on 14 September 2026.

## What happened

TERRL is a tenant-wide cap on how many external recipients a Microsoft 365 organization can send to in a 24-hour sliding window. Microsoft first introduced it in February 2025\. The August update changes how the quota is calculated for three groups:

- **Trial tenants** are limited to 500 external recipients per day, regardless of license count. [LazyAdmin](https://lazyadmin.nl/office-365/exchange-online-tightens-outbound-limits-for-new-trial-and-edu-tenants/?ref=gtmdaily.io) reports this is down from 5,000.
- **New tenants** get 10% of their standard quota while they are less than 31 days old, 25% from day 31 to day 60, and the full quota after 60 days.
- **Education tenants** with free licenses move to a new formula in which free licenses count for less than purchased ones.

For everyone else, the standard quota still scales with the number of email licenses, at a decreasing rate per license. Microsoft lists 10,000 external recipients a day for a tenant with one license and 22,059 for a tenant with 100\. LazyAdmin works out that a brand-new tenant with 100 licenses is limited to roughly 2,200 a day in its first month. The rollout is postponed for the GCC, GCCH, DoD and 21Vianet environments.

## Why it matters for GTM teams

For outbound teams that send from Microsoft 365, any newly created tenant now starts at a fraction of its normal limit for its first 60 days. The cap counts every recipient, not unique people. Microsoft says 1,000 messages to the same external recipient in a day count as 1,000.

Once a tenant goes over its quota, further external mail is blocked until its volume over the last 24 hours drops below the limit. Senders get a 550 5.7.233 bounce, or 550 5.7.232 for trial tenants. Microsoft also states that Exchange Online does not support bulk or high-volume email outside its High-volume Email offering, and that extra restrictions can apply for suspicious sending or spam. The blog says there is no admin alert yet when a tenant goes over its quota.

## What to do next

- Check each tenant's quota and current usage in the Exchange admin center under Reports, Mail flow, **Tenant Outbound External Recipients Rate**, or run **Get-LimitsEnforcementStatus** in Exchange Online PowerShell.
- Plan sending volume for any tenant under 60 days old at 10% and then 25% of its standard quota, and do not count on trial tenants for real campaign volume.
- Count every sequence step toward the daily cap, since follow-ups to the same contact are counted again each time.
- Watch bounce logs for 550 5.7.232 and 550 5.7.233 so a tenant hitting its cap is not mistaken for a list quality or reputation problem.
